[urbit] Breach notification

This is a quasi-emergency breach - you may have noticed that subs can't get
on the network right now, though it works fine if you were already on it.

This breach will fix that, but it will also bring in the eyre security
drivers, and various other changes. See the history when it goes up for full
details
